PM CARES for Children

The COVID-19 pandemic has severely impacted the world, including India. Children have been affected in numerous ways during the pandemic, facing challenges such as the loss of routine life, inability to attend school, increased anxiety, and, in some cases, the tragic loss of their parents to COVID-19. Reports have shown that several children have lost both parents to the virus.

In response, the Honourable Prime Minister of India announced comprehensive support for children who have lost both parents due to COVID-19. The PM CARES for Children scheme has been launched to ensure the rehabilitation of these children through a convergent approach. The scheme aims to provide gap funding to support their education, a monthly stipend when they reach 18 years of age, and a lump sum amount of ₹10 lakh when they turn 23, among other benefits.

Right to Education
  • The RTE Act provides for the:
  • Right of children to free and compulsory education till completion of elementary education in a neighbourhood school.
  • It clarifies that ‘compulsory education’ means obligation of the appropriate government to provide free elementary education and ensure compulsory admission, attendance and completion of elementary education to every child in the six to fourteen age group. ‘Free’ means that no child shall be liable to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and completing elementary education.
  • It makes provisions for a non-admitted child to be admitted to an age appropriate class.
  • It specifies the duties and responsibilities of appropriate Governments, local authority and parents in providing free and compulsory education, and sharing of financial and other responsibilities between the Central and State Governments.
  • It lays down the norms and standards relating inter alia to Pupil Teacher Ratios (PTRs), buildings and infrastructure, school-working days, teacher-working hours.
  • It provides for rational deployment of teachers by ensuring that the specified pupil teacher ratio is maintained for each school, rather than just as an average for the State or District or Block, thus ensuring that there is no urban-rural imbalance in teacher postings. It also provides for prohibition of deployment of teachers for non-educational work, other than decennial census, elections to local authority, state legislatures and parliament, and disaster relief.
  • It provides for appointment of appropriately trained teachers, i.e. teachers with the requisite entry and academic qualifications.
  • It prohibits (a) physical punishment and mental harassment; (b) screening procedures for admission of children; (c) capitation fee; (d) private tuition by teachers and (e) running of schools without recognition,
  • It provides for development of curriculum in consonance with the values enshrined in the Constitution, and which would ensure the all-round development of the child, building on the child’s knowledge, potentiality and talent and making the child free of fear, trauma and anxiety through a system of child friendly and child centred learning.

Senior Citizen Welfare Schemes

Old Age Pension by UP Government

About Scheme:-

Uttar Pradesh government offers an old-age pension scheme to provide financial assistance to eligible senior citizens. Here are some details about the scheme

Key Features:-

  • Applicants whose age is 60 years or more and who are below the poverty lineMaximum income is Rs. 56460/- in urban areas and Rs. 46080/- in rural areas.

Atal Vayo Abhyudaya Yojana (AVYAY)

About:

  • Earlier the AVYAY, was known as National Action Plan for Senior Citizen (NAPSrc), which was revamped, renamed as Atal Vayo Abhyuday Yojana in April 2021.
  • It is a Centrally Sponsored Scheme aimed at empowering senior citizens in India.

Objective:

  • This scheme recognizes the invaluable contribution made by the elderly to society and seeks to ensure their well-being and social inclusion.
  • By recognizing the invaluable contributions of the elderly to society, the government aims to empower and uplift them, ensuring their active participation and inclusion in all aspects of life.

Components:-

  • Integrated Programme for Senior Citizens (IPSrC): It provides financial assistance to eligible organization’s for running and maintenance of Senior Citizen Homes/ Continuous Care Homes to improve the quality of life of the senior citizens, especially indigent senior citizens by providing basic amenities etc.
  • Rashtriya Vayoshri Yojana (RVY): It provides eligible senior citizens suffering from any of the age-related disability/ infirmity, with assisted living devices which can restore near normalcy in their bodily functions, overcoming the disability/ infirmity manifested such as low vision, hearing impairment, loss of teeth and loco-motor disabilities. Financial criteria for beneficiaries are either the Senior Citizen belongs to ‘Below Poverty Line’ (BPL) category, or he/ she has income up to Rs. 15,000 (Rupees Fifteen Thousand) per month.

Indira Gandhi National Old Age Pension Scheme
  • The scheme “Indira Gandhi National Old Age Pension Scheme (IGNOAPS)” is one of the five sub-schemes of the National Social Assistance Programme (NSAP). Under IGNOAPS, citizens living Below Poverty Line and 60 years or above in age are eligible to apply. A monthly pension of ₹ 200 up to 79 years and ₹ 500 thereafter.

  • About:-

    India has had a complex social structure. Social, religious, educational and family circumstances have been biased for women and girls since ages. The social vices and discrimination like female feticide, skewed sex ratio, child marriage and negative mindset for girls in the family etc prevalent in the society are barriers for girls and women to achieve their fundamental rights including protection, health and education. To end such inequalities and discrimination, there have been efforts made at by government as well as non-government organizations in the past and present scenarios. In addition to the existing efforts being made by the government, Uttar Pradesh is introducing a conditional cash transfer scheme as Mukhyamantri Kanya Sumangla Yojana which is an initiative to ensure social security to the girl child along with her development. Because of this at one hand efforts to prevent social vices like female feticide and child marriage and on other hand girls will get an opportunity to advance towards opportunity of higher education and employment. The portal was inaugurated by Shri Yogi Adityanath, Hon’ble Chief Minister, Uttar Pradesh, Governor Smt. Anandi Ben Patel and Hon’ble Cabinet Minister Smriti Zubin Irani, Women and Child Development, Government of India on 25 October 2019.

    Mukhyamantri Kanya Sumangla Yojana will be implemented in six stages:-

    • Stage1.The girl child born on 01/04/2019 or after will be benefited with Rs. 5000.00/- One Time
    • Stage2.The girl child who has received full immunization and is not born before 01/04/2018 will be benefited with Rs. 2000.00/- One Time
    • Stage3.The girl child who has enrolled in Standard 1 during the current academic year will be benefited with Rs. 3000.00/- One Time.

Widow Pension Scheme

Grant scheme for marriage of daughters of poor people
  • About:-

    • The Uttar Pradesh Marriage Grant Scheme 2023, also known as the UP Shadi Anudan Yojana, offers vital financial assistance to economically disadvantaged families for the marriage of their daughters.
    • Objective of the scheme is to provide grant for the marriage of the daughters of poor’s families of Other Backward Classes so that economic condition of that family may improve.  Regular efforts to uplift the level of poor families are being made by Department of Backward Classes Welfare.  There is a provision to provide marriage grants for the daughters of helpless, poor and BPL families of Other Backward Classes. Under this scheme, assistance of Rs. 20,000/- is provided per marriage.

Pradhan Mantri Matru Vandana Yojana (PMMVY)
  • The Objectives of the PMMVY

    • To provide cash incentive for partial compensation for the wage loss so that the woman can take adequate rest before and after delivery of the first child; 
    • To improve health seeking behavioral amongst the Pregnant Women & Lactating Mothers (PW&LM).
    • To promote positive behavioral change towards girl child by providing additional cash incentive for the second child, if that is a girl child.

      The benefit is available to a woman for the first two living children provided the second child is a girl. In case of the first child the amount of ₹5000 in two instalments and for the second child, the benefit of ₹6000 will be provided subject to second child is a girl child in one instalment after the birth

Mahila Coir Yojana (MCY)
    • Scheme summary /Key features:
      Mahila Coir Yojana (MCY), in particular, aims at women empowerment through the provision of spinning equipment
      at subsidised rate after appropriate skill development (training) programmes.
      Selection of trainees for in-house training at NCT&DC will be made by inviting applications through advertisements in print
      and electronic media and through recommendation from the authorities of the coir producing States.

      Eligibility:Rural women artisans in regions producing coir fibre.

      Amount or percentage of subsidy:
      The Coir Board provides 75% cost of motorised Ratt/motorised traditional Ratt as one-time subsidy,
      subject to a ceiling of 7,500 in the case of motorised Ratt and 3,200 for motorised traditional and Electronic Ratt.
      The stipend per trainee for the skill development programmes will be limited to Rs.1000/- per
      month and in the case of training programmes of less than one-month duration, stipend will be disbursed on pro-rata basis. The honorarium for the trainer will be limited to Rs. 6,000/- per month. An amount of Rs.400/- per head per
      month will be provided as financial assistance to the training sponsoring agency to meet the operational cost of the training for raw material, power charges,

Insurance/Investment

PM-Kisan Samman Nidhi
    • About:-

      Pradhan Mantri Kisan Samman Nidhi is an initiative by the government of India that give farmers up to ₹6,000 per year as minimum income support. The initiative was announced by Piyush Goyal during the 2019 Interim Union Budget of India on 1 February 2019

      • Under the scheme an income support of 6,000/- per year in three equal installments will be provided to all land holding farmer families.
      • Definition of family for the scheme is husband, wife and minor children.
      • State Government and UT administration will identify the farmer families which are eligible for support as per scheme guidelines.
      • The fund will be directly transferred to the bank accounts of the beneficiaries.
      • There are various Exclusion Categories for the scheme.

Pradhan Mantri Fasal Bima Yojana
    • Objective: The PMFBY works on the One Nation, One Crop, One Premium.

      To provide insurance coverage and financial support to the farmers in the event of failure of any of the notified crops as a result of natural calamities, pests & diseases.

Pradhan Mantri Jan Arogya Yojana (Ayushman Card)
    • About Scheme:-

      • Ayushman Bharat, a flagship scheme of Government of India, was launched as recommended by the National Health Policy 2017, to achieve the vision of Universal Health Coverage (UHC). This initiative has been designed to meet Sustainable Development Goals (SDGs) and its underlining commitment, which is to “leave no one behind.”

      Benefit Cover Under PM-JAY

      • Benefit cover under various Government-funded health insurance schemes in India have always been structured on an upper ceiling limit ranging from an annual cover of INR30,000 to INR3,00,000 per family across various States which created a fragmented system. PM-JAY provides cashless cover of up to INR5,00,000 to each eligible family per annum for listed secondary and tertiary care conditions. Atal Pension Yojana (APY)
    • About Scheme

      • The Scheme is subject to the approval of the Government. ATAL PENSION YOJANA JAN DHAN TO JAN SURAKHSHA Guaranteed Pension by Guaranteed Pension by Govt. of India Govt. of India (a landmark move by GoI towards pensioned society from pension less society) BRIEF OF ATAL PENSION YOJANA
      • The Government of India is concerned about the old age income security of the working poor and is focused on encouraging and enabling them to save for their retirement. To address the longevity risks among the workers in unorganized sector and to encourage the workers in unorganized sector to voluntarily save for their retirement
      • The GoI has therefore announced a new scheme called Atal Pension Yojana (APY)1 in 2015-16 budget. The APY is focussed on all citizens in the unorganized sector.
      • The scheme is administered by the Pension Fund Regulatory and Development Authority (PFRDA) through NPS architecture.

      HIGHLIGHTS OF ATAL PENSION YOJANA

      • Under the APY, there is guaranteed minimum monthly pension for the subscribers ranging between Rs. 1000 and Rs. 5000 per month.
      • The benefit of minimum pension would be guaranteed by the GoI.

      • GoI will also co-contribute 50% of the subscriber’s contribution or Rs. 1000 per annum, whichever is lower. Government co-contribution is available for those who are not covered by any Statutory Social Security
